About the Directorate

North Yorkshire is home to over 600,000 people. Nearly 80% of us are adults and 10% of us are over 75. Life expectancy is at, or above, the England average, although there is a 20 year gap in healthy years lived between different parts of the County.

Our net investment in adult social care is £194m (with a further £24m invested in Public Health) and we employ nearly 2000 people within the Council (and 20000 across the care sector) to deliver vital prevention and care services. 

Most of us live and work in the County. Colleagues really know our many and varied communities and what makes them tick. There is a very strong ethos of “Team North Yorkshire”.

We have improved our joint working with the NHS, with other councils and, crucially, with people who use our services. And we are on a journey to make our social care practice both more confident and more consistent. At the same time, we have managed our resources carefully and done our best to shape new career pathways and become more diverse and inclusive in every sense.

With a growing and diverse community, the Service Development team is responsible for developing and transforming a wide variety of quality services for our population.  We are ambitious and passionate about how commissioning makes a difference to the lives of our residents.

 

About the role

 

Head of Service Development

Salary: £60,567 - £69,001 plus relocation support (up to £8,000)

Based at County Hall and around the county, including from home.

Permanent with options for a fixed term secondment

Full-time

In this leadership position you will play a key role in developing and delivering innovative commissioning across North Yorkshire; working closely with partner organisations.

You will work as the directorate lead for Service Development and leading our commissioning function for Adult Social Care.  You will lead a team of Strategic Service Development Managers and Officers to ensure there is a consistent and coherent approach taken to commissioning and service development across the county.

The role will be a key contributor to delivery of statutory responsibility under the Care Act to ensure a sustainable and diverse market for care and support.  You will have responsibility to maintain a sustainable adult social care market and support the directorate in the implementation of national policy such as social care charging reform and the Integration White Paper

You will develop and deliver service improvement and transformation within a complex and diverse geography and lead on challenging and innovative decisions to support the Council’s strategy and vision. You will be expected to work closely with partner organisations and agencies and play a key role in relationship management.

You will be a highly visible and influential, strategic system leader and a real ambassador for social care, inspiring confidence in others with a track record of leading complex commissioning projects.

 Whilst it is a strategic role, your approach will be practical, hands on and you will get things done.
