Salary: £49,048 - £57,060 per annum pro rata + relocation support
Location: County Hall, Northallerton.

Our Team


The SEND Provision and Resources Team is part of Inclusion within CYPS. Its main functions are to ensure the county council keeps its Special Educational Needs provision under review, develop the best provision possible for children and families, maintain oversight of High Needs commissioning and ensure the county councils Strategic Plans for SEND are implemented.

In addition the service area also includes the Specialist Careers Advice Service, has lead responsibility for Preparation for Adulthood and SEND Transport.

The Role

We are looking to recruit to the post of Lead SEND Development Officer to drive forward the delivery of a number of exciting developments across the county. The ideal candidate will have a drive and determination to shape and deliver positive change for children and young people with SEND and the ability to work strategically with a wide range of stakeholders to review, change and embed new ways of working. The post holder will take a lead role in the Local Area’s approach to Preparation for Adulthood as well as leading on aspects of the Local Area Strategy and the council’s Strategic Plan for SEND Education Provision. This will include projects across the entire 0-25 age range so a thorough and broad understanding of SEND and associated legislation is essential.  In addition, you will be able to demonstrate a proven ability to understand and communicate complex issues with key partners, gain support from stakeholders, work to agreed timelines and be able to use initiative to ensure action plans remain on track. Specific aspects of the role will include:

  • Taking lead responsibility for the development and improvement of PfA Outcomes for the local area
  • Lead complex projects linked to the Local Area’s Strategy for SEND including reviewing Early Years provision, increasing the number of Targeted Mainstream Schools and supporting the development of Specialist Provision
  • Identify and take corrective action in relation to areas for improvement
  • Communicate effectively with various stakeholders who may have differing needs and expectations
  • Lead in the development and review of annual action plans in relation to assigned areas of development
  • Manage a team of professionals ensuring that capacity is maximised so that changes are implemented efficiently  

To be successful in this role you will need to be able to work effectively at a strategic level on multiple complex developments and demonstrate an ability to work flexibly and purposefully to meet the demands of the role. You will need to demonstrate a commitment to achieving the best outcomes for children and families whilst understanding the various challenges faced with regards to the development of SEND provision. You will be a good communicator at all levels and be able to demonstrate your ability to support change management processes effectively.

To help you achieve this you will be fully supported by a team with a wealth of knowledge and a clear vision for the future of SEND provision in North Yorkshire. You will have access to high quality CPD through our Training and Learning team to further develop your knowledge and skills as well as flexible working arrangements and regular supervision and appraisal of your work.
