Salary: £43,857 to £47,782

Hours: Full Time, permanent

Location: Northallerton

 

Here at North Yorkshire County Council our Technology and Change Department plays a vital part in improving, developing and supporting services across the whole Council for the benefit of our customers and staff.

Our Team

 

Our Technology Solutions team which the Programme Management Office PMO) and Service Management Office (SMO) sits in is responsible for:

 

  • Working with corporate service areas to bring in new requirements for change projects through our Business Relationship Managers;
  • Identifying new or changed solutions to meet business requirements through our enterprise architecture and solutions team;
  • Ensuring all systems are secure by design and work effectively to reduce cyber threats through our information security team;
  • Supporting the compliance of data protection across the council through our data governance team, and;
  • Through our PMO/SMO, ensuring that the required standards for programme and project management are adhered to and monitored, and ensuring that the support and maintenance of our service management standards are constantly improved.

 

The role

 

We’re seeking an enthusiastic, self-motivated and experienced Senior Programme and Service Management Officer to lead and support our Programme Management Office (PMO) and Service Management Office (SMO) teams. This is a fantastic opportunity for a current programme manager or service delivery manager who wants to progress to the next level.

 

You will be responsible for setting, maintaining and promoting portfolio and Service standards to ensure a professional, consistent and proportionate approach to managing projects and programmes, and service management across T&C and where appropriate the organisation and support continuous development and improvement. You will also ensure, via quality and organisational assurance, that projects and programmes, and services are managed appropriately and robustly within the standards we have set and provide a clear audit trail for accountability.

 

What you will bring

 

To be successful in this role you will need to have significant experience of leading a PMO or SMO function in a fast paced, multi-disciplinary environment, excellent understanding and practical application of portfolio management methodologies and in depth understanding of statutory requirements including equality standards and quality management systems.

 

Ideally, we are looking for someone with ITIL practitioner, Management of Portfolios or Portfolio, and Programme and Projects Office practitioner or equivalent experience but this is not essential as long as you hold a qualifications or equivalent relevant experience.
