Our Team
The Development Management Team is based in the Network Strategy service area within the wider highways and transportation team. It is responsible for leading on the delivery of new roads and highway improvements associated with new major development. This role includes offering the local highway authority input to local plans and associated development strategies, offering highway authority recommendations to the local planning authorities, leading on 278 and 38 agreements and offering superintendence to the delivery of third party developer led works.
The team also leads and delivers the NYCC role of Lead Local Flood Authority. This work includes offering statutory responses to the local planning authority on sustainable drainage associated with new major development, undertaking flood investigations, land drainage consenting, delivering a programme of flood mitigation works within North Yorkshire as part of the NY flood risk strategy.
The role
Due to expansion we are looking for a Senior Engineer Transport and Development to join our Transport and Development Team. Our team is responsible for responding to significant and strategic planning applications on behalf of the County council as local highway authority, provide strategic guidance to colleagues in other teams dealing with non-strategic planning applications and manage developer funded amendments and additions to the highway network mainly through Section 278 Agreements and Section 38 Agreements.
To be successful you must hold a HND/HNC in an appropriate discipline and/or significant relevant experience, have detailed knowledge of current guidance and legislation regarding highways development management, developer funded highway works and the Planning process, including the highway authority input into the local planning process, be knowledgeable in highway design issues including Design Manual for Roads and Bridges (DMRB) and Manual for Streets. You must have excellent oral and written communication skills, demonstrate analytical, problem solving and decision making skills and have a proven track record of persuading, influencing and negotiating with clients.
