The 10,200 km of public rights of way in North Yorkshire make up the longest public rights of way network in the country, and they are a key element in the transport network, helping people to get to work and school, to enjoy the countryside and take exercise. The Definitive Map and Statement is the legal record of all these paths, and keeping it up to date is a crucial task.
A new opportunity has arisen within the Countryside Access Service for the position of Principal Definitive Map Officer to ensure effective and efficient processes are in place to manage changes to the definitive map. There are 2 Principal Definitive Map Officer posts that provide technical advice and guidance to the team, making sure they follow legislative and council procedures in dealing with applications. This post will manage performance and process, delivering change where necessary, to ensure casework arising from applications to modify the Definitive Map and Statement are processed efficiently.
You’ll be joining a supportive, multi-skilled team who respond to DMMO and PPO applications from members of the public requesting changes to the public rights of way network. There is an increasing number of DMMO applications being received as the 2026 cut-off date approaches, as well as historic applications, and clear policies and procedures are essential to make sure that the team process applications as consistently and efficiently as possible. You will possess skills to effectively allocate and manage caseload and performance of the team, drafting and revising policy and procedure where needed. You will also have strong analytical skills, with experience in interpreting maps and understanding historical documents, so that you can ensure the team produce objective reports and draft legal orders. You will be involved in the drafting of evidence to the Planning Inspectorate and you will represent the Council at Public Inquiries providing the technical knowledge to promote our stance on the Order. Excellent written and oral communication skills are therefore essential.
You’ll have a relevant qualification and experience with a proven track record in managing performance and process and delivering change. You will have a confident, diplomatic and persuasive personality to negotiate with, present to and influence a range of different people. You’ll also need to have a strong knowledge of the relevant legislation.
The post is usually based at County Hall, Northallerton but travel around the county may be necessary. In the current climate, home working is required and as we move into the future a balance of home and office based working will be expected. Close liaison with team members is essential. The ability to deliver change, motivate staff and manage performance is key.
